Dude, have him file a ban like everyone else. It isn't like the forums are hard to navigate. Go to the "Oh shit I was banned" section and read what you should do.

oh shii, i ran across the name defraggen when i was researching scorch. Nice map. a little big for 5v5 play but still fun.

but, you're gonna need to file the dispute like everyone else.
