what probably happened is when bans were imported from the banned_user.cfg it wasnt cleared

I deleted both the bans from sourcebans... See if that does the trick.. If not, there is some ban file sitting around you need to be removed from.

i think its the second, someone with rcon just go into game or hlsw and check/remove it |

Your steam ID was logged in as being banned in hlsw.
So now, that is unbanned.
What about your IP? You think that is banned as well?
Shoot me your ip and I can check that as well.
Also if you could let us know if your unbanned now would be great also.
