Yes, they do.
If there is a surplus, that $ amount counts towards the next month.
One other concern. People might get the impression that if you aren't going to donate at least $15/month, you might as well not even bother. It could just be the wording, or it could just be my interpretation. I'd consider different wording however, or maybe include an "all donations are appreciated."

Also, demoting current high-level admins is a slippery slope. Get someone diplomatic to tell them (not Killa).
This was a hot issue. We decided to include it, but could remove it if it is unpopular.
There are very few people who would currently qualify for anything less than deputy admins, most of the senate included.
True. This is why Deputy admins must suffice for any and all server management. There is a loophole as all senate members are considered server operators, but that will be used for just 1-2 god level admins. As it has always been.
Do you have the ability to purchase higher admins for multiple months at a time. Say I just gave 30 bucks last month, would I be entitled to 2 months of elemental admins before I would need to donate again?

Good Lord I'd hate to be the one managing all of this. With rules like this, there will be and should be high expectations on those that manage it.

It seems like there are too many holes and it hasn't been thought out well enough.
Constructive criticism would be well appreciated at the moment. I can pull this whole thing and come back to the table with a completely revised policy.
Or, I wouldn't be offended in the slightest if you tell me the whole thing sucks and to just come back with something completely new. That leaves me at a loss, though, considering we spent the last few weeks getting community opinion via polls and debates and debated the whole thing in the senate several times over. What do people really want?
