If this happens in the future go to the sourcebans site and see if it is up...  Since the server connects to a database on a different web server, it has to be active on map load to include admin rights.

So if sourcebans is down during when a map switches, no one will have admins until the map changes again.   If Sourcebans comes up again before the map changes then you can use it to kick/ban people until the map changes.

anyone with rcon access can do rcon sm plugin reload #(sourcebans #) (either on the server or in the webpanels rcon interface)
