Add the warm up round so people can get connected

Could we please add the warm up round so that people can get connected and join a team before the first official round starts.

Except for nuke I like being first on the server as T and planting before the guy can even get up the ladder.

Can't do it without access.... still haven't been given the responsibility yet.  Laby knows about it so.... not sure if he'll get to it before or after he hands over the server.

There's a warmup round plugin which should be running every map change. It was working when I put up the new sourcemod  build. Did something go south?

Okay, should be fixed. Sorry about that, I forgot to port over the last of the changes to the 24 slot to the 18 when I finished the build.

Everything works on the 24 slot, so hopefully I managed to get everything moved over.
