Yo when i talk on Vent while play CSS my ping in CSS jumps up. wtf??!?!?!!?

Get a better internet connection. Or find a server with a lower codec.
Chances are when you're talking, the upload to the vent server is maxing your allotted upload speed from the ISP.
When this happens, your ping increases. If you have a REALLY bad connection, this can happen just from listening to other people talk (pham).

Yes. I imagine you're running GSM 44 or Speex 32.
Dropping those to high teens/low 20's will make everyone sound like they're underwater, but it will solve your lag problem.
As for the lag issue, Jake pretty much covered it.

If you're running the vent server on your network... that will also cause lag. Do you have much of an upload bandwidth?
