So why is it people feel they need to brag about being in CAL?  CAL seems to be quite a joke.  The organization I mean.

No clue, I don't feel that it makes you any better and in most cases makes you worse than the average public. And yes, the organization isn't very good; they tend to be very lax and strict on their own rules, just depends on their mood.

Anyone who is bragging about being in CAL is very lame IMHO.
