Here are some highlights I posted for you guys.

Each and every player, including team leaders, MUST take each of the following with the client-side command "net_graph 3" in use:

? One screenshot that clearly shows a Terrorist and Counter-Terrorist model;
? One screenshot of the player's scoreboard, and;
? One screenshot of the smoke emitting from ONE smoke grenade.

2.70 Demos

Participants are required to record first-person demos of all league matches. You must have a separate demo for each half of play as well as for any overtime halves if required; be sure to stop recording before joining a different server for the second half or subsequent overtimes halves if required; be sure to stop recording before joining a different server for the second half or subsequent overtimes. If a formal complaint or dispute is made, an administrator will contact the player in question with instructions on how to send their demos If a player fails to upload their demo, a match win may be nullified and result in a replay or forfeit as well as suspension or expulsion of players. Please note that HLTV demos are NOT accepted as substitutes in the event a player forgets to record his own first-person demo, and failure to record a demo (or failure to upload) will result in a two-month suspension and possible match overturn.

3.40 Players

Five on five play is MANDATORY; the only time at which 4 vs. 5 play will be accepted is in the event of connection issues causing TEMPORARY mid-match problems with any given player.

3.90a Bomb Planting

It is legal to plant in hidden areas or in areas not normally reached through the use of boosting or jumping outside of the normal bomb zone as long as it is possible to defuse the bomb through normal means, including the use of boosting, to reach the bomb; such a plant is still legal even if there are too few Counter-Terrorists to boost or otherwise reach the bomb to defuse if the assistance of another individual is required. Under NO circumstances are silent plants allowed; whether accidentally or intentionally, a silent plant will result in the forfeiture of all remaining rounds in the half by the Terrorist team.

3.90d Custom Sprays

The presence of a custom spray is NOT grounds for dispute and possible subsequent suspension and/or overturn in and of itself; in all cases, league administration will make the final ruling on whether a particular spray or instance of a spray is illegal. If you have doubts about whether your spray is allowed, it is up to you to contact any administrator in your division to receive clarification and/or judgment.

5.60 Crashes; Map Changes

If a server crashes before 4 rounds have been completed, the server must be restarted, and the score should be considered 0-0. If the server crashes after the 4th round has been completed, the server is to be restarted, but the scores from the previous rounds will be retained. Furthermore, if such a crash occurs, those rounds should be subtracted from the 15 default rounds for that half. If, after the match,
it is found that the hosting team changed the map during the match, the match will be forfeited. In the event of a third crash or continuing difficulties and an alternate server cannot be located, the team captains should report to Live Support. At administrative discretion, league officials will decide on a suitable server or provide an extension on the match date.

5.90 Match Time

A grace period of 15 minutes is allotted past the agreed-upon match time. After 15 minutes have passed, the team with five members ready to play in the server (proof of this will be requested if necessary later) has the right to claim a forfeit win over their opponents.One dead round is recommended before each half begins. During dead round when players are joining, you are not allowed to fire weapons or leave your spawning area. If anyone is killed during this time, the server should be restarted by issuing a sv_restart command. If the same player continues killing any player in the server, that player must be kicked and should be replaced. If this continues to be a problem, the offending team will forfeit the match.

Anyone veteran know of a good way to bind a record to new file each time? Or even a common naming convention for demo recordings?

Easiest way to do this is the following:

record "teamname"1 (For 1st half)
record "teamname"2 (For 2nd half)

I don't know of a common naming method, but that appeared pretty decent. (Thanks to Balista for that info)

I can make a pretty simple script that will change them name every time in the game.  Problem is, it will reset when you reload the game or exec autoexec.cfg.  If you have php on your computer however i could write a php script that would solve this problem.

Or you could just type a different name every time...
