it's because the gov't  is so smart that even THEY can see the death of local stores. it's pretty much going to be all online and the space where those local retail stores used to be, yup, houses!

Well my view on things is that as long as people like jake exist this will never happen.

Trying to police/tax the intarweb is like trying to take back a wooly west 80000 times woolier than the west.
